Yes, according to BringFido. Dogs are welcome in the outdoor seating area.

Can I bring my dog inside The Monastery?

Our sources only mention the outdoor seating area. Arizona has no statewide dog-dining law, and in Maricopa County a restaurant needs county approval for a dog-friendly patio, so at most places in Phoenix dogs stay outside. Ask the staff if you want to sit inside.
